okay, so i bought some dark blue coloring cream to dye my hair, and the lady at the shop told me i needed some 12% percent oxidation lotion for it to work. unfortunately, i cant figure out how to do it. help?

Yeah, it's peroxide. Most permanent dyes need the peroxide as it lifts the color of your hair a bit and activates the dye so that it actually colors your hair.
Read on the package of the blue dye and it should say how much to mix, I'm guessing it will be about 2-4oz depending on the brand. You can just mix it up in a (non-metallic) bowl with a tinting brush (a plastic paint brush looking thing used for hair dying) and then basically paint your hair. Leave the dye on for the amount of time recommended on the box, and viola! Lovely blue hair.
